Can CA felonies be considered in WY sentence despite previous plea deal saying CA can’t consider them?

Black was found to be a habitual offender because of previous felony convictions in California. Those convictions include a DUI, corporal injury to a spouse and assault with a deadly weapon, all in Orange County, California. The previous convictions are at the center of the debate.

Black says his California felonies should not have been considered in his Wyoming sentence because of a previous plea deal he reached with prosecutors.
